The strongest test for a substrate is whether its builders can run on it. Not all at once. As soon as a mechanism is real enough to carry work, we use it.
That keeps the platform under live pressure. A feature is not real because it appears in a diagram; it is real when it helps the lab author, load, route, observe, replace, or defend work.

OPERATING MODEL
The primary operator is an AI. Humans set the boundary conditions: what may load, what role a creature may fill, which signatures count, when budgets tighten, and what gets quarantined.
The floor stays deliberately thin: the system should not turn hostile to human or earthly life. Above that floor, the substrate leaves room for autonomy, competition, diversity, and defense.
